N.Y. Taxes SOAR while Income FALLS

Did you know that between 2008 and 2011, the median household income in New York fell 1.4 percent to $55,246, while property taxes increased 18 percent, according to U.S. Census data?

This has become a reoccurring problem with New York consistently having the highest property taxes in the nation.  In fact, New York has eight of the top 10 counties when comparing counties who paid the most in property taxes compared to home values. 

Mike Duran, state director of the National Federation of Independent Business, said New York needs to boost its business competitiveness.  “As he taxes continue to go up and as the business costs that are mandated by the state continue to be ignored, nobody is going to be hiring,” he said. 

Gov. Andrew Cuomo has recently brought forward a plan which would cap property-tax at the 2 percent growth maximum.  Although the state government has implemented specific plans, it may not be enough to help find a solution.

Want the low-down on how Property Tax is calculated? Here it goes…

Property tax is tax based on the value of real property, such as counties, towns, villages, schools, road and other services for home owners. Your property tax is determined from your county and the jurisdictions in each county itself. Many people often wonder how to calculate your property tax and how it all works out.

You can calculate the amount you pay in property taxes by multiplying your property’s taxable assessment times the tax rates for school districts, municipalities, counties and special districts. The taxed owed is the taxable assessment times the tax rate to get you your final answer on your property tax.

Here are the steps of how it is calculated.
  • Taxing jurisdiction ( school district, municipality, county, special district,)
  • Taxing jurisdiction determines revenue from all sources other than the property tax( state aid, sales tax, user fees)
  • Revenues are subtracted from the budget and the remainder becomes the lax levy. The tax levy is the amount of the tax levy that is raised through the property tax.
  • To determine the tax rate, the taxing jurisdiction divides the lax levy by the total assessed value of all the property in the jurisdiction.
  • Because tax rates are generally expressed as “per $1,000” of taxable assessed value” the product is multiplied by 1,000.
Those are the steps to take to calculate the tax rates for your property taxes. Your tax bill can change each year due to the changes in the school district or local government. Looking over your property taxes and knowing how they are calculated is always beneficial for managing your finances.

Property Tax Cap Remains at 2%

The New York State property tax cap will remain at this year’s rate of 2%.  The cap took effect for local governments in January and schools in July at 2% or the rate of inflation, whichever is lower. Last week, the state Comptroller’s Office projected inflation to grow by 2.9% in 2013.

This will be the second year that local governments constructed budgets under the cap. This limits revenue by keeping leaders from raising property taxes by more than 2%. Even though 80% of municipalities and 90% of school districts stayed under the cap during the first year, leaders are predicting it will be hard to do that again this year.

What is Property Tax?
Property tax is a tax based on the value or real property. Counties, cities, towns, villages, school districts and special districts each raise money through the real property tax. The money funds schools, maintains roads, pays for police and fire protection, and other municipal services enjoyed by homeowners.

What is property tax assessment?
An annual determination by the Department of Assessment, which consists of a total assessed value, a taxable assessed value, and a tax class designation.

How is my property tax determined?
Nassau County's taxing jurisdictions range in size from the county itself to towns, cities, villages, local school districts, library districts, and other special districts providing specific services to people in their boundaries. Of course, you only pay taxes in a few of them, the exact number varies depending on where you live. With the exception of cities and those villages which establish their own tax rolls for city and village purposes, each year these taxing jurisdictions examine the assessment roll prepared by the Department of Assessment and establish budgets which determine the tax levy (amount of money to be raised by property taxes).Taxes for village or city purposes and for school purposes are billed separately. The tax rates for all the other taxing jurisdictions in which your property is located are added together and that consolidated tax rate (per hundred) multiplied by the assessment of your property equals your property tax for county, town, and special district purposes.

Why should I challenge my assessment?
If you feel the municipality has given you a market value that is more than you feel your house is worth in today’s market you should challenge your assessment. If you feel your neighbors may be paying less than you, you should challenge your assessment. Under New York State Real Property Tax Law (Section 730 NYRPTL) homeowners are entitled to reduce their Property Tax Assessment a maximum of 25% per year. The municipality does NOT notify you of your eligibility. It is up to you to find out for yourself. We can qualify you! There is no cost to qualify!
