Why are Property Taxes a Thing? What do they do?


Understanding Property Taxes
Property taxes are often not a favorite subject for people to discuss. In fact, most people who pay property taxes believe they are paying taxes that are way too high for the services they are receiving. In general, property taxes are based on the value of property you own. This is true for people who own real estate, vehicles and business property.

But in addition to how they come up with tax amounts many people are unaware of exactly what services they get from paying their taxes. It is important for you to understand what your taxes are based on and what your taxes pay for within your government. Basically, property taxes pay for a town to operate. They pay for schools, parks, government officials, road maintenance and first responders.

How Municipalities Create Their Tax Base


The first step for a municipality is coming up with a list of property value amounts within their district for real estate, vehicles and business property. Then, a town or city taxable rate is created by coming up with a budget of town wide expenses. From this, the municipal government creates a mill rate for real estate property and a tax rate for vehicles and business property to pay for the municipal budgeted amounts needed during a set period of time. These tax rates are equivalent to creating a percentage of value needed on these properties to pay for the governmental services to operate the community.

Property Valuation

In addition to understanding what your taxes pay for, it equally important to understand what things you own gets taxed and how they come up with the value of your property. Property taxes are assessed only on the things you own substantial value that fits into the category of real estate, vehicles or business equipment. Only these items are taxable, personal property, furniture and jewels etc. are not taxable.

Each taxable property is placed in a list by the town tax department and are valued by a town or city assessment office. The real estate of a town is compiled and put into a list called the Grand List. The motor vehicle list and business equipment lists are separate from the Grand List.

Once the lists are made, the tax department obtains values on each property owned. This is done by having value placed on the property by assessors who are educated in the field of property valuations and know how to assess values of property. The basic premise is that you are only taxed based on the value of what you own. This applies to real estate, vehicles and business equipment. 

Once your property is given a value, that value amount is then multiplied by the town’s mill rates and tax rates. This is what creates the amount you pay in taxes each year. The area that is often up to debate within this taxation system is the valued amount of property. This is the area that property owners often dispute in order to lower their taxes.

When: March 10, 2017
Where: You can fill out a grievance application on our website now! It is a fast and easy process that requires no obligations from you-- only a small amount of your time. 
Why: County Executive Ed Mangano has come under recent investigation for his involvement in a fraud case regarding Harendra Singh. Mangano still stands trial and has pleaded not guilty, but there are several issues on his plate at the moment. There are also questions about a tax shift in Nassau County and a possible reassessment of certain properties in the area. For these reasons, legislators felt that an extension was necessary and this is great news if you were late to the party. We will be accepting applications until the morning of March 10th! 
How: As we said earlier, the process is simple and easy and it requires no payment or obligations from the homeowner. Here is a brief overview of how the process works: 
  • You'll submit your signed application online and wait for confirmation from us. 
  • For Nassau County residents, we will submit your application to the Assessment Review Commission (ARC). 
  • If we don't receive the reduction here, we will take the grievance to the Small Claims Assessment Review (SCAR) and we have been VERY successful here. 
  • We will handle all the logistics. The market analysis, the paperwork, the phone calls and any other complications that may arise will be handled by our team of experts. When it comes time for a reduction, you will either receive a deduction on your taxes or a refund check for the money you are owed.

Attention all Nassau County property owners! Do you have questions about your property's taxes and assessments or what you can do moving forward if you don't agree with your current tax bill? If so, you've come to the right place - below, with help from nassaucountyny.gov, we're covering a few frequently asked questions that we think will help you.

Question 1: Where can you go to find your property's assessment?
Answer: Getting this information is simple - it's available on the Department of Assessment's website.

Question 2: How often are properties assessed?
Answer: A property assessment takes place each year. According to Nassau County's website, new tentative assessments are typically published on the first business day in January.

Question 3: When do the new assessments affect the tax bills?
Answer: The assessments that are announced in January will become final on the first business day in April in the following year. These assessments are also used for the school tax bills that come out in October of that year, as well as for the general tax bills that are distributed in January of the next year.

Question 4: What factors affect how much you pay?
Answer: There are a few factors that go into your tax bills. First, there's the tax class - this determines which rates will be applied to your property's taxable assessed value. Then, the budgets that are put in place by your town, school district, special districts, and the County are all considered as well.

Question 5: If a notice is not received, is it okay to assume that my assessment remains the same?
Answer: No - truth is, almost all assessments will change year over year. If you do not receive anything, it is recommended that you look up your assessment every January or February, which can be done here. Remember, if you fail to receive a notice it does not extend your time to file for an appeal, so you should always do some research on your own.

Question 6: What happens if I live in an incorporated village?
Answer: Incorporated villages are usually treated a bit differently, and the villages typically determine their own assessments for village taxes. That said, the best person to contact for more information would be your village assessor or clerk.

Question 7: Can you fight your property taxes?

8. The entertainment

Especially in the summer time, you can catch a number of concerts at large venues like Jones Beach or smaller venues like your local park. Both indoor and outdoor concerts are held, and there's an event for nearly every genre of music at some point. For children, there are also amusement parks like Adventureland that offer rides, games, food and more!

9. The transportation

No car? No problem! The Long Island Railroad makes traveling extremely easy for Long Islanders - it'll take you right into New York City or all the way out east! But that's not all Long Island offers - there are also the ferries and easily accessible airports just a short distance away, which makes getting off of the island a piece of cake!

10. The people

Last, but certainly not least, the people are what make Long Island a great place to call home - we've got some of the best you'll find!

What is property tax grievance? 
Property Tax Grievance is a formal complaint against the assessed value of your property. There are two levels: Administrative Review (BAR OR ARC) or Judicial Review (SCAR).

What is a property tax assessment?
Property assessment is one of the factors used by local government and schools districts to determine the amount of your property taxes. A property assessment is based on market value. Market value is how much a property would sell for under normal conditions.

When is filing time?
Nassau: January 1st-March 1st
Suffolk: May 1st-May 19th

Why do taxes go up every year?
Your property taxes (assessment) which appear on your tax bill, are multiplied by the tax rate to determine what you pay in taxes. Tax rates generally increase every year, so even if your assessment remains unchanged, your taxes increase.

What can I do about this?
As a homeowner, you are entitled to file a property tax grievance. This allows your assessment to be reviewed by the assessor to see if a reduction is warrented. If the assessor does not reduce your assessment, an appeal can be filed to have an impartial hearing officer determine if your house is overvalued for tax purposes.

What if my request is turned down?
Your property taxes will remain unchanged. There are no penalties, and you can file again next year if you choose.
